Coronavirus Business Rates Grant Funding

Support for small businesses and businesses in the retail hospitality and leisure sectors.

Two schemes – Small Business Grant Fund (SBGF) and Retail Hospitality and Leisure Grant Fund (RHLGF)

Both delivered by Local Authorities. If a business is eligible, they will be contacted by their Local Authority (Cornwall Council) to whom they come under for Business Rates. This contact will ask potential recipients to go online using the unique reference given in the correspondence to supply some information, including their bank account details. Very recently, Cornwall Council have suggested on Social Media, that businesses who think they are eligible for this support and have not received communication by 3rd April 2020 should contact them.

SBGF Eligibility:

  • Businesses with a property that on 11th March 2020 were eligible for Small Business Rate Relief (SBRR) including those with a rateable value between £12,000 and £15,000 who receive tapered relief.
  • Businesses which on 11th March 2020 were eligible for Rural Rate Relief Scheme (RRRS)
  • Eligible businesses will receive one grant per property

SBGF Funding:

  • Grant payment of £10,000

RHLGF Eligibility:

  • Businesses with a property on 11th March 2020 with a rateable value of less than £51,000 and would have been eligible for a discount under the business rates Expanded Retail Discount Scheme (ERDS). Charities which otherwise meet these criteria but whose bill for 11 March 2020 was reduced to NIL by a local discretionary award are still eligible
  • Eligible businesses will receive one grant per property
  • Typical eligible buildings are used as shops, restaurants, cafes, drinking establishments, cinemas and live music venues, assembly and leisure halls, hotels, guest & boarding premises and self-catering accommodation
  • Extensive definitions of what constitutes a business in the Retail Leisure Hospital sectors can be found in the Ministry Housing Communities Local Government (MHCLG) Business Rates Expanded Retail Discount Guidance and can be found on their website.

RHLGF Funding:

  • Businesses with a property which has a rateable value of up to and including £15,000 will receive a grant of £10,000
  • Businesses with a property which has a rateable value of over £15,000 but less than £51,000 will receive a grant of £25,000

To benefit from either of these grants the recipient must have been on the business rating register as at 11th March 2020

News for those who have not received a Business Rates Grant:

Top-up to local business grant funds scheme

The government have announced a new scheme (2nd May) as follows:-

This funding is aimed primarily at small (less than 50 employees) businesses with ongoing fixed property-related costs. The amount to be received by each local authority will be confirmed this week. Local Authority’s discretion based on economic need.

The Government has asked local authorities to prioritise:

  • Businesses in shared spaces
  • Regular market traders
  • Small charity properties that would meet the criteria for Small Business Rates Relief
  • Bed and breakfasts that pay council tax rather than business rate

Grant £10,000,  unless businesses can demonstrate that;

  • Their property related fixed costs for rent or mortgage payments is above £20,000, or;
  • Play a crucial role for the regional or national economy

Must demonstrate that the business has seen a significant drop in income due to coronavirus restriction measures and is not eligible for current grant schemes.
